Meetings may be canceled or rescheduled due to lack of business or poor weather but will be held quarterly on the third Thursday of the month (January, April, July, October). Special meetings may also be called.

Chair Crawford called the meeting to order at 3:00 p.m.

Chair Crawford requested if there were any changes to the agenda. No updates made. Agenda approved as presented. Chair Crawford also asked if anyone had any conflicts of interest with today’s agenda. No conflicts of interest were voiced.
Consent Agenda.
Chair Crawford requested for a motion to approve or deny the consent agenda, which included the meeting minutes from November 21, 2024. Vice Chair Bryan moved to, “Approve the minutes from the November 21 meeting.” Chair Crawford seconded the motion, which passed by a vote of 2 to 0.
Election of Chair, Vice Chair, and Secretary
Vice Chair Bryan made a motion to appoint Barbara Hardt as Chair, John Bryan as Vice Chair, and Melanie Bleyler as Secretary. Chair Crawford seconded the motion which passed by a vote of 2 to 0.
Review Fall Advertising
Secretary Bleyler shared website results of hits to the “Events” page for the quarter including information on where the traffic originated. We had used separate QR codes by paper for the months of December and January.
Vice Chair Bryan asked about subscriber rates for the paper which we’ll discuss at a future meeting.
Peak to Peak Byway Grant
We did not receive any updates from this group so do not know what they need from us.
Discuss Winter Advertising (Jan-Mar 2025)
Vice Chair Bryan motioned to purchase Business card sized ads, a generic “Visit Gilpin County”. We’ll advertise in the 3 monthlies for next two months; and advertise once per month in weeklies for next two months. Return to regular ad schedule in April. Member Crawford seconded. Motion passed 2-0.
Review Financials & Annual Report
Financials don’t show all of our advertising charges yet. Will review again next time.
Reviewed the Annual Report. Edits: include the Colorado Tourism grant match into financial highlights. Also add that joined the Peak to Peak Chamber of Commerce.
Vice Chair motioned to approve the Annual report with the above-mentioned changes. Member Crawford seconded. Motion passed 2-0.
New Business

Next Meeting.
Chair Hardt suggested that the GAP meet quarterly this year and add extra meetings if needed. As such, the next meeting will be held Thursday, April 17, 2025 at 3:00 p.m. at the Historic Courthouse and online via Zoom.
Vice Chair Bryan made a motion to change the meeting schedule to be quarterly in April, July, October, and January. Member Crawford seconded. Motion passed 2-0.

Update on GAP Membership
Barb Hardt was approved by the Board of County Commissioners to serve another term with the GAP (3 years starting 2025).
Parks & Rec – Krystal Meyer, Special Events Coordinator & Gabrielle Chisholm, Director of Parks & Recreation
Discussion included the Gilpin County Fair Mailer. Might want to expand to include Nederland Community and possibly Clear Creek area. Also, there’s a new event: Spring Wined up 5K.
Action Items:
- Find out costs of digital sign – Krystal & Gabrielle.
- Advertise in monthly papers for fair, month before and month of the Fair – GAP
- Possible support for mailers - GAP
Peak to Peak Byway Matching Grant - Katrina Harms, Vice Chair for Peak to Peak Byway Committee
Looking to have their own website and will link to other organizations to connect them all. Goal is to link visitors along the peak to peak and move them around.
Upcoming Goals:
- Becoming a 501(c)3
- Website
- Looking for $25/50 up to $500 in a matching grant or more for a research grant. They would need a letter of support and perhaps a dollar commitment by end of January. January GAP meeting would be January 16.

Discuss Winter Advertising (Jan-Mar 2025)
Possibly do something smaller in January (business card size) for January with just the dad daughter dance and a generic Visit Gilpin ad.
Suggestion: Free day at the Rec Center in January to include in ads. Melanie will suggest to Gabrielle.
Member Hardt made a motion to approve January advertising at a smaller size up to $300. Vice Chair Bryan seconded. All were in favor.
Member Hardt will get all the rate sheets for 2025 for January discussion.

Discuss and Review Fall Advertising.
Shared results for first month. Hold off on doing separate QR codes by paper. Break it out by paper for December but not for this month.
Suggestion that we add more information to the ads so people don’t have to scan QR code. We will revisit this later – perhaps when we have fewer events.
Vice Chair Bryan will set up a meeting with Colorado Community Media to discuss advertising in the west region and pricing.
Discussed county calendar idea and decided that it does not fall under GAP mandate. If it was just for the Community Center events, then perhaps it would.

No questions from the BoCC so far on what was suggested but final budget will be adopted in December.
Planning & Discussion
Posted notice in Mountain-Ear. Also posted to Facebook and Nextdoor and on website. Deadline was set for October 31 and hope to present to BoCC in November.

The next meeting of the GAP will be on Thursday, November 21, 2024, at 3:00 p.m. at the Historic Courthouse and online via Zoom. Krystal Meyer, Parks & Recreation, will attend to discuss how the GAP can help with Fair advertising. Gabrielle Chisholm may attend as well.

Discuss & Approve Advertising Expenditures
Notes for creating print ads:
- Add unique QR codes to track which papers are giving us hits.
- Include Gilpin County Logo, date and title of each event, and QR code.
- “Paid for by the Gilpin Advertising Panel (GAP). Interested In having your event listed? Contact me.”
Ms. Bleyler to send content to Member Hardt ASAP to create the ads.
Notes on web page: Include addresses on event page. “Come visit Gilpin” for months when nothing is happening.
Member Hardt made a motion to approve ½ page ads for Allenspark Wind at $40/month, Coal Creek Canyon Mountain Messenger at $104/month, and Highlander Monthly at $60/month, monthly for all three months remaining in 2024. Vice Chair Bryan seconded the motion, which passed by a vote of 3 to 0.
Member Hardt made a motion to approve 1/8-page ads in the Weekly Register-Call at $90 per week with discount for 13 weeks starting October 1. Vice Chair Bryan seconded the motion, which passed by a vote of 3 to 0.
Vice Chair Bryan made a motion to approve 1/8-page ads for the Mountain Ear at $72 per week with discount for 13 weeks starting October 1. Chair Crawford seconded the motion, which passed by a vote of 2 to 0. Member Hardt recused herself citing a conflict of interest.
Vice Chair Bryan will research prices for the Clear Creek Courant and other local papers.
Update on Caricature vs. Gilpin County Visitor Maps
Well over a third of the caricature maps are gone. This is still planned as a 2-year map.
GAP Facebook posts
The GAP can share Facebook boosts off the County’s Facebook page. Member Hardt suggests putting aside $50/month to boost the ads being created for the papers. Try a regular post this month and review in October whether to boost.
Ms. Bleyler will look into whether we are allowed to share events via Nextdoor public agency accounts.

Financial Report.
Joe Allaire, Finance Director, presented the current financials. Line 5549 shows $6818.75 in expenses in 2024 as of July 31, 2024. The GAP can spend the budget of up to $15,500 for 2024 whether the taxes have been fully collected or not. Payments come in on a quarterly basis. Since GAP has been classified as a fund, any unspent budget will roll over to the next year.
Update on Peak-to-Peak Chamber of Commerce Caricature Maps.
Looked at the new caricature maps. They are going fast at Allenspark, Nederland, and Central City visitor centers. These will probably have to be printed every year.
Distribution of Gilpin County Tourist Maps.
Ms. Bleyler took a box of maps to Member Hardt at the Gilpin County Fair. Member Hardt put them out on The Mountain-Ear tables at the fair, the Nederland Farmer’s Market, and other places where The Mountain-Ear hosts a table. Question as to whether the GAP will want to do a reprint or whether the caricature maps will replace the need for the Gilpin County maps. Ask the Central City visitor center if they’ve seen a decrease in interest in Visitor map since print of caricature maps.
2025 GAP Budget Discussion.
Director Allaire estimated roughly $17,355 for next year’s GAP budget plus a rollover from what hasn’t been spent in 2024. The GAP should provide a high-level idea of how it plans to spend the money next year to the Board of County Commissioners. GAP needs to provide a budget to Director Allaire by October 10.
Goals/Vision Discussion
Promote tourism. Put ads in monthly community newspapers. Advertise Gilpin County Fair. Promote other community center classes, etc. Promote events in other cities? Promote Hiking, camping.
Can we promote on Facebook using county account – or using our own GAP Facebook page. Ms. Bleyler will research and share with the GAP.
For print ads, GAP can ask one of the publications to design the ad for GAP and give GAP the rights to use in other places.
Upcoming promotional opportunities:

- Winter Arts Festival
Next meeting: look at ad prices, etc., determine which events we can promote each month. GAP could produce a list of events in Gilpin County in a column similar to what is in Mountain Ear.
Member Hardt will share information with Ms. Bleyler on deadlines and costs to share with rest of the panel prior to the next meeting.

Financial Report.
Ms. Bleyler shared the most recent lodging tax funds received for a total of $7,850 in revenue for the GAP account as of June 30, 2024. Total budget for GAP is $15,500 for 2024. Expenses as of June 30, 2024 are $6,818.75. Member Hardt motioned to accept the financial report. Vice Chair Bryan seconded the motion, which passed by a vote of 3 to 0.
Update on Peak-to-Peak Chamber of Commerce Caricature Maps.
Gilpin Advertising Panel members approved the ad for the caricature maps via email on Tuesday, May 28, 2024. The maps should be out in a few weeks.
Distribution of Gilpin County Tourist Maps and Feedback.
Overall, there is positive acceptance of the tourist maps. Feedback from businesses and centers indicate that visitors are taking the maps. There has been feedback as well that there are typos and missing businesses. These will be addressed if we do another run of the maps but there is no plan to reprint them at this time.
Twenty-thousand maps were printed. At least eleven thousand have been distributed: Mountain Poppy, KOA, Peak to Peak Market & Liquor, Grand Z, Shops in the HARD district, JKQ, Base Camp, Black Hawk Pizza, Idaho Springs Visitor Center, Horseshoe Casino, Lady Luck, county buildings, library, Rollinsville businesses, Golden Gate Canyon State Park, Taggert’s, Mid-County Liquors, Underground Liquors.
Ms. Bleyler will take a box of maps to Member Hardt at the Gilpin County Fair this weekend. Member Hardt can put them out on The Mountain-Ear tables at the fair, the Nederland Farmer’s Market, and other places where The Mountain-Ear hosts a table. Member Hardt also offered to drop some off at Roy’s and at the Nederland Visitor’s Center.
Other locations suggested were Georgetown and Golden Visitor Centers and any other visitor centers. If members are in those areas, then perhaps they can deliver them. Otherwise, we could look into shipping them.
Election of Gilpin Advertising Panel (GAP) Secretary.
Vice Chair Bryan nominated Ms. Bleyler to the role of GAP Secretary. Member Hardt seconded the nomination which passed by a vote of 3 to 0.

Gilpin Advertising Panel Role
The Gilpin County Advertising Panel (GAP) shall be responsible for administering a portion of the lodging tax revenue fund for advertising and marketing tourism in Gilpin County.
Interested in joining the GAP? Gilpin County will accept applications from individuals wishing to serve on the Gilpin Advertising Panel (GAP) each September - October for terms starting January of the following year. Applicants must be Gilpin County residents with a background in tourism or marketing. Priority will be given to those residing in the unincorporated portions of the county. The appointed individual will serve a term of three (3) years. If interested, email a letter of interest, including relevant qualifications/resume, to mbleyler@gilpincounty.org. You can also submit materials in-person to the County Manager’s Office, 203 Eureka Street, Central City, CO 80427.

An ADA accessible entrance is located from the back parking lot, which is accessible from West 1st High Street. General parking can be found in the Courthouse lot or in the Teller lot across the street from the Courthouse, when the opera is not in session.
