Board of County Commissioners Meeting Recap: January 27, 2026

The Gilpin County Board of County Commissioners (BoCC) approved several resolutions, appointments, and program updates during its January 27 meeting. All items presented for action were approved.

Consent Agenda

Commissioners approved:

  • A letter of support for CDOT’s National Railroad Partnership Program / Federal-State Partnership Intercity Passenger Rail grant application
  • The Clerk and Recorder’s December 2025 end-of-month financial report
  • Minutes from the January 13, 2026 BoCC meeting

Black History Month Proclamation

The Board proclaimed February 2026 as Black History Month, recognizing the contributions, history, and lasting impact of Black Americans locally and nationwide.

Workforce Colorado Presentation

Representatives from Workforce Colorado (serving Clear Creek, Gilpin, and Jefferson counties) shared an overview of workforce development services and programs funded through the Workforce Innovation and Opportunity Act (WIOA). 

Workforce Area MOU

Commissioners approved Resolution 26-008, authorizing the Chair to sign the Tri-County Workforce Area MOU when it is finalized next month to continue participation in the regional partnership.

Planning Commission Appointments

Through Resolution 26-009, the Board appointed four members to the Gilpin County Planning Commission:

  • Bob Haxel – reappointment
  • Aden Hock – reappointment
  • Erica Scobee – new appointment
  • Eric Douglas – new appointment

Assessor Services Contract

Commissioners approved Resolution 26-010, authorizing payment of $18,038.40 to R. Jortberg Associates for specialized commercial appraisal services related to Board of Assessment Appeals work.

Updated Onsite Wastewater Treatment System (OWTS) Regulations

Acting as the Board of Health, Commissioners approved updated local regulations for onsite wastewater treatment systems to align with new Colorado Department of Public Health and Environment standards.

Updates include:

  • Modernized technology standards
  • Stronger inspection requirements
  • Continued enhanced setback protections tailored to Gilpin’s mountain geography
  • Improved environmental and public health safeguards

The regulations will take effect March 13, 2026, ahead of the construction season.

Human Services Leadership Restructure

Through Resolution 26-011, the Board approved creating a Deputy Director / Community Benefits Manager position within Human Services, replacing an existing program manager role. The change provides clearer leadership structure and operational continuity without increasing staffing levels and with budget already approved.

Boundary Line Adjustment

Commissioners approved a boundary line adjustment between several mining lode parcels off Chase Gulch and Mac Rock Roads to reconfigure approximately one acre between properties under common ownership.

Regional Early Childhood Partnership

The Board approved Resolution 26-012, confirming and clarifying Jefferson County Public Health as the region’s convening entity for early childhood services coordination and authorizing the Chair to sign related documents with partner counties.

Manager and Attorney Reports

The County Manager shared updates including:

  • Financial context for the Free Trash Day program and the upcoming reduction from 5 cubic yards to 2 cubic yards to improve sustainability
  • Continued coordination with CDOT and Colorado State Patrol regarding an RV parked along Highway 119 outside County jurisdiction

The afternoon session included a legislative update from Policy Matters, outlining bills of interest to Gilpin County for the current session.
